      Description of problem:

          Customer wants to create a filtering rule and ignore their internal network CIDR and the cluster CIDR.

      Steps to Reproduce:

          1. Install NOO
          2. Attempt to create a filter rule with a NOT logic statement
          3.
          

      Actual results:

      "AxiosError: Request failed with status code 400 Can't build query: 'not' operation not allowed in IP filters"

      Expected results:

          Rule is created.
