Investigate QE smoke tests to be added in upstream netobserv repos

      We should investigate:

      • if automated QE backend smoke tests can be added to upstream NetObserv repos to be run on PRs:
        • initially in operators repo.
        • having it in FLP and ebpf-agent repo would require additional steps of installing a Operator bundle prior.
      • if automated QE frontend tests can be added to upstream ConsolePlugin repo.
