Previously, when user was not an admin, error messages were not consistent depending on the selected tab of Network Traffic page.
Now, the "user not admin" error will display on any tab with improved display.

Description of problem:

When user is not admin overview and table view page doesn't show error message as it does in topology view

Steps to Reproduce:

1.  Can be reproduced on a OCP cluster using script: https://github.com/openshift/openshift-tests-private/blob/master/frontend/tests/netobserv/netflow_cluster_admin_group.cy.ts
2. Run script as: ./node_modules/cypress/bin/cypress run --env noo_catalog_src=upstream --spec tests/netobserv/netflow_cluster_admin_group.cy.ts

Actual results:

Overview DOM is not updated and includes #overview-flex selector and it does show error message "user is not an admin"
Table view also does not show "user is not an admin" error message

Expected results:

Overview DOM should be updated to not have #overview-flex and it should also show error message "user is not an admin"
Table view should also have error message displayed "user is not an admin"
