      Description of problem:

      Can't access plugin page because of cache issue on OCP 4.14.10

      Steps to Reproduce:

      1. Install netobserv
      2. Open cluster admin view
      

      Actual results:

      Observe section is not showing
      Network traffic page cannot be reached even by URL

      Expected results:

      Console is showing the following error message in plugin list:
      "Failed to get a valid plugin manifest from /api/plugins/monitoring-plugin/"
