Epic Goal

Following https://issues.redhat.com/browse/NETOBSERV-590 deduper merge mode was introduced as dev preview. This epic is a followup to expose deduper mode selection in the API and change the default to merge mode.

As trade off with the new schema, we need to decide if we are going to migrate existing flowlogs or simply provide a procedure to cleanup the storage.

Finally, we need to inform customers that they will significantly reduce the number of logs (50%+)
