      Description of problem:

      PacketDrop feature has duplicate panel `Top X average dropped packets rates (donut)`

      Steps to Reproduce:

      1. Deploy NetObserv
2. Deploy flowcollector with PacketDrop feature enabled
3. Go to overview tab and click on Manage panels button

      Actual results:

      Top X average dropped packets rates is listed twice

      Expected results:

      There should be no duplicate panel
