Create metrics from drop stats

      Like what we're doing for RTT (NETOBSERV-1231), we should add derived metrics from drop stats. cf also https://github.com/netobserv/network-observability-operator/pull/408 as a reference

       

      Metrics added:

      • node_drop_packets_total
      • node_drop_bytes_total
      • namespace_drop_packets_total
      • namespace_drop_bytes_total
      • workload_drop_packets_total
      • workload_drop_bytes_total

      Each comes with a new section in our NetObserv dashboard

            Could observe the PacketDrop panels and also the underlying metrics for the same. Works as expected!
