Removing "namespaces-flows" from ignoreTags doesn't cause reconcile loop to trigger

Steps to Reproduce: 

1. Deploy flowcollector by including "namespaces-flows" under ignoreTags
2. edit flowcollector to remove "namespaces-flows" from ignoreTags

Actual results

FLP pods are not redeployed

Expected results

FLP pods should be reconciled 

I checked for other new tags FLP redeploys fine, so that's the workaround currently to get "namespaces-flows" removal in effect.
