Follow-up on NETOBSERV-122
When goflow is ready, receives flows but didn't receive their definitions, after some time (e.g. 30sec? make it configurable?), the operator should trigger OVS resending the definitions.

It would allow to speed up flow reception which can take up to 10 minutes otherwise.
