In Configure authorization and multi-tenancy [A] Procedure (in all version) 3 yalms needs to be created that are mentioned in point.2 those yamls are semerated by `...` because of which if we copy its contents to single file and run `oc create -f <file name> ` only ClusterRole:netobserv-reader gets created. 

Change `...` to `---` so all files will be created at once
