Previously, when the FlowCollector resource had `spec.console.register` set to false (meaning that the console plugin is not automatically registered), registering manually the console plugin via the Console interface would not work, as the operator would override / erase plugin registration.
With this patch, setting `spec.console.register` to false does not impact anything on plugin registration or unregistration, meaning that it can be safely registered by other means.

The console plugin enable/disable notch present while deploying the operator does not do anything if enabled/disabled. Upon discussion with jpinsonn@redhat.com the field seems to be related to registering the console plugin for the operator. But disabling at the notch level and setting spec.consolePlugin.regsiter to true in the flowcollector spec deploys the netobserv-plugin pod(which should not be the case). The other way round, if the notch is enabled and setting the register to false does not deploy the plugin pod. This underlines the fact that the plugin pod deployment depends on the register in the flowcollector spec and notch seems to serving no value.
