A customer has invested in an Elastic stack and wants to export the flows from OCP to it for visualization and analysis.  There's no need for Web Console or Loki as it just wants the flow data.

When you install Network Observability, it will always install the console plugin and FLPs.  In particular, we do not want the FLPs to write to Loki, which won't exist.  There should be a way to exclude them but still have the flows enriched with Kubernetes information.
