The enhancement proposal posted at <https://github.com/openshift/enhancements/pull/461> as part of  NE-406 was never reviewed or approved and was closed by automation due to inactivity.  The PR needs to be re-opened and the enhancement document revised to meet template requirements that have been added since the PR was posted back in August 2020.
