As a customer I would like to ensure that the recreation of an ingress object persists the ProviderParameters spec and creates a AWS NLB if previously specified.

Today specifying NLB load balancer type ProviderParameters in the spec for IngressController objects does not persist if the IngressController object deleted. Customers choosing NLB at install time for Managed OpenShift cannot be guarantee'd to always have NLB's created by the cluster-ingress-operator.
