[Tech Debt] [Observability] Add status to routes

When a route includes an annotation but that annotation is not applied, the route may be admitted without recording that its state differs from its requested configuration.  E.g. if a non-TLS route requests to have HSTS headers, it is silently admitted and the route annotation remains, but it will never respond with a HSTS header.

This RFE would add status to routes so that a route can observed as Admitted yet not matching its configured annotation.  I.e. a new status with type Pending can be marked as "true" and message "configured annotations cannot be applied" if that is the case.
