Make changes to the ingress operator for the GCP Internal LB global access API

The ingress-operator should apply the `networking.gke.io/internal-load-balancer-allow-global-access:true` annotation to a load balancer service when an ingress controller on GCP is using an internal load balancer and specifies the global access option. Unit tests should be added to verify this functionality.
