Epic Goal
The Ingress Operator should install OSSM 3.2 and Istio 1.27.3 for Gateway API in OpenShift 4.21.
Note: OSSM 3.1 and OSSM 3.2 both support Gateway API v1.3.0. NE-2161 bumps Gateway API from v1.2.1 to v1.3.0 in OpenShift 4.21. This epic does not need to bump the Gateway API CRDs.
Why is this important?
OpenShift 4.20 installs OSSM 3.1. OpenShift 4.21 should update to OSSM 3.2 in order to stay up to date and get the latest fixes.
Updating OSSM also enables people who want the latest OSSM installed for Service Mesh, and staying up to date simplifies future upgrades.
