      What?

      The CIO should be able to upgrade to the target OSSM version when a different version is already installed. The correct InstallPlan must be approved. Regardless of whether the target OSSM version is the next step in the upgrade graph or requires transitioning through intermediate versions, the CIO should be able to complete the upgrade.

      Why?

      Currently, the CIO can only approve the InstallPlan for a target version if it is directly adjacent to the currently installed OSSM operator version. If the target version is some steps higher in the upgrade graph, the CIO has no way to determine how to upgrade the OSSM operator to that target version.
