Epic Goal

Bump from HAProxy 2.8.10 to 2.8.16 in order to track the latest patch release of HAProxy.

Why is this important?

OpenShift 4.20 includes HAProxy 2.8.10, which was released 2024-06-14. HAProxy 2.8.16 has many fixes, which could benefit customers.
