OSSM can support multiple Istio control plane versions. If the installed version still supports the Istio control plane that the Ingress Operator expects, then the correct Istio control plane should be able to be deployed, so the Ingress Operator should not become degraded. However, if the expected Istio control plane is no longer supported by the installed OSSM version, or if the supported control plane versions can't be determined, the Ingress Operator should become degraded until this mismatch is fixed.
