Move the FakeCache, FakeController, and FakeClientRecorder test helpers, which are currently duplicated in cluster-ingress-operator's gateway-service-dns and gatewayapi controller test code, into a dedicated package, so that the controllers' respective tests can import it instead of each having copies of the same helpers.
