      The goal of this story is to design and implement a method for customers to opt-out of the Dynamic Configuration Manager feature. This mechanism should function as a Day 2 operation, minimizing the need for engineering intervention if customer clusters are impacted by this feature. Customers should be able to disable the feature without requiring a new operator or router image delivery from engineering.
