      Motivation: Enabling the GWAPI feature gate during e2e testing causes problems, because enabling a feature gate is disruptive to nodes.

      Create a CI test that enable the feature gate prior to running any tests for GWAPI.
      Refer to https://github.com/openshift/release/blob/master/ci-operator/config/openshift/openshift-tests-private/openshift-openshift-tests-private-release-4.16__amd64-nightly.yaml#L1104-L1105 for an example.

      Determine if that example is possible for CI and e2e testing.
