Context
The cluster console operator checks its main route (openshift-console/console) for the admitted status and by sending a HTTP request.

Goal
The goal of this user story is make the cluster console operator tolerate the absence of the default ingress controller created by the cluster ingress operator which can now be disable using the ingress capability.

Acceptance criteria

• The console operator doesn't go degraded in the ingress capability is disabled.
