Run QE reliability tests on OCP 4.14 x 2.6.13

      In OCP 4.13 we bumped to 2.6.9 but https://issues.redhat.com/browse/OCPBUGS-10003 discovered an issue with that haproxy version. In OCP 4.14 we are now bumping to 2.6.12 but to gain confidence that 2.6.12 is better (and/or fixes whatever caused 10003) we need to run the reliability tests on OCP 4.14 for an extended period of time as soon as 2.6.12 is available in a 4.14 nightly.
