The nodeAffinity should be set to the fallbackArchitecture when the image inspection fails repeatedly and the value of the fallbackArchitecture field is not empty.

Acceptance criteria:
1. The logic is implemented in the pod placement controller
2. Unit test for each new function that does not depend on external services
2. Integration tests and E2Es are implemented and pass
