Align with the preference to platform: external and remove support for platform:none

Why is this important?
1. Update https://github.com/ocp-power-automation/ocp4-playbooks/blob/main/playbooks/roles/ocp-config/templates/install-config.yaml.j2#L24 for UPI automation2. Update Power MultiArch Refs in release https://github.com/search?q=repo%3Aopenshift%2Frelease+platform%3A+none&type=code&p=2 in test infra
3. Update Playbooks the UPI playbooks use platform:none, they need to be changed to new platform:external.
4. in CI, UPI libvirt install use "platform:none"
