I would like us to investigate into having only one branch, fbc, to stare and build the FBCs for all OCP versions we support.

The graph should currently be the same and with the changes in https://github.com/openshift/multiarch-tuning-operator/pull/482, the BASE_IMAGE can be changed from the PipelineRun parameters.

Therefore, can we have a .tekton folder with the fbc-builder pipeline and 2 pipelineRuns for each supported OCP version?
Can we change the konflux-release-data Kustomization files so that the fbc applications target the same repository/branch but different pipelines?

This way, we should reduce the maintenance burden for the FBCs.
