The multiarch libvirt CI environment struggles with some of the performance requirements of the etcd testing.  After some recent changes, we can update the Cluster Operator etcd after its up and running to adjust for the slower disks.

We can update our current CI workflows to include a variable to implement this change, and code-block that will cover the update after the cluster services are up-and-running.
