In order to catch the issues with OVNKube crashing on power, I updated the existing kdump steps used by the GCP rt testers to work with P/Z and added the steps to our jobs.

Unfortunately, this broke their job configuration because of the issues with dnsConfig propagation. To move forward, we removed the step from their jobs, and I worked on fixing dnsConfig propagation in ci-tools. Eventually, this was fixed (and then later updated further to make propagation easier).

Ultimately, the code is ready to be tested.
