As a SRE/Cluster Admin I want to ensure that I can use ACM/MCE to perform various functions on managed clusters of alternate architectures, using the "multi" payload. The following functions should work, starting with a single-arch hub cluster:

      • installing a managed cluster with the multi payload
      • upgrading an existing managed cluster with the multi payload
      • adding nodes of a 2nd architecture to an existing managed cluster using the multi payload

All managed clusters will be standalone and this will not be covering hosted control plane clusters.
