As a multiarch CI-focused engineer, I want to work the IBM PEs who have more granular control over the CI environment to establish the best way to host the files needed for a UPI cluster installation.

Acceptance Criteria:

• A working hosting strategy where the ignition files and rhcos image are uploaded by a prow pod
• A working hosting strategy where the virt-install command can include the ignition files and rhcos image from the prow pod
