We are awaiting an API from Power VS due by the end of October. Once that appears, we'll need to integrate that to detect if PER is enabled in the workspace that is being deployed to.

Initially we'll continue to use this to decide whether we'll need to create a cloud connection or transit gateway.

Once we switch 4.15 CI to PER and remove mon01 and osa21, we'll use this to detect if deploying is possible and fail if it's not.
