      As a multiarch engineer, it would useful to have a minimalistic job as a blocking job visible on the release controllers for Power and Z.

      This will be a "foot in the door" to having proper blocking jobs in the future (if possible).  CI-Doc for process behind establishing blocking jobs

      Acceptance Criteria: PR merges with new periodic job definitions configured as blocking jobs on the Release Controllers.
