      An API query to check if an existing workspace is PER enabled is coming.

      1. Query the API to see if PER is enabled
      2. Pass the returned value along to terraform

      Until https://issues.redhat.com/browse/MULTIARCH-2590 is done, we only need to consider how to handle existing workspaces
