Issue with hypershift cluster deployed with ovnkubernetes network

      Cluster deployed with with ovnkubernetes network type's LB health check is failing and console operator is not becoming Available.

      Observed that, LB health check incoming packets are reaching worker node and ovnkube service is returning the ack packets, but ack packets are not reaching back to VPC infra.
