Ensure the Test-Multicast Image is available upstream

      As the CI engineer, I would like to ensure the following images are available upstream for ppc64le, s390x, and aarch64:

      so that users could leverages the images from upstream.

      Alternatively, given SDN-1894, that this image no longer be used in openshift/origin E2E tests.

      AC:

      • When run on a P/Z/ARM cluster using OpenShiftSDN, the [sig-network] multicast tests pass in the parallel test suite without --from-repository.
