EC2 provider, vms always shut down after creation

      Description of problem:

      When migrating from EC2 provider, VMs always off after miggration

      How reproducible:

      Always / N%

      Steps to Reproduce:

      1. Create a migration plan with a running EC2 instance
2. Complete the migration
3. Check the new VM statsu

      Actual results:

      VM is down

      Expected results:

      Vm is running
