MTV showing warning when we still see IP addresses in inventory

      Description of problem:

      right now we are showing "VM is powered off - Static IP preservation requires the VM to be powered on" even if MTV has the IP address stored in the inventory.
We should only show the warning if we don't hold the IP addresses not depedning on the powerstate of the VM

      Steps to Reproduce:

      1. Power on the VM so MTV gets IP addresses
2. Power it off
3. Check for warnings

      Actual results:

      Showing warning that we don't have IP addresses

      Expected results:

      Don't show the warning
