Storage-offload migration does not use XCOPY – "xcopy used reported: 0"

      Migration using Storage Offload (XCOPY) does not utilize XCOPY as expected.
      During the populate pod phase, the logs indicate that XCOPY was not used, even though storage offloading is enabled.

      Expected behavior:
      When running migration with storage offloading enabled, the populate pod should utilize XCOPY, and xcopy used reported should be greater than 0.

      Impact:
      Migration completes using host-based copy instead of hardware offload, resulting in degraded performance and incorrect storage-offload behavior.
