Implement automatic version upgrade logic based on semantic versioning (x.y.z), where minor and patch updates are automatic but major version changes require manual intervention.

      Currently, there's no automated handling of version upgrades during plan validation. We need a mechanism to:                                                                                          
        1. Detect version differences between current and target versions                                      
        2. Apply different upgrade strategies based on the semantic versioning change level  
        3. Block plans that require major version upgrades without manual intervention
