      Description of problem:

      Static IPs isn't set successfully in windows guests after migration on MTV

      Version-Release number of selected component (if applicable):

      MTV: 2.10.1
OCP: 4.18.30

      How reproducible:

      100%

      Steps to Reproduce:

      1.Prepare a windows guest and install vmware-tools in the guest on VMware
2.Power on the guest on VMware, create a plan on MTV to migrate the guest and set 'Preserve static IPs' as true in the plan
3.The migration can finish successfully, check the guest but found static IP isn't set successfully in the guest

      Actual results:
