Description of problem:
VGA driver is not installed in some linux guests after migration

MTV:2.10.1 OCP:4.18.30
How reproducible:
70 %
Steps to Reproduce:
1.Migrate rhel8.6. rhel9.2, rhel9.4, rhel9.6, sles15sp6 guest from VMware on OCP 2.Check the guests after migration, found VGA driver can't be installed in the guests

Fix the bug
Additional info:
1. Can't reproduce the bug on rhel8.10, sles12sp5 and debian12.5 guests on MTV
2. Can't reproduce the bug on RHEL
