Description of problem:
Version-Release number of selected component (if applicable):
Create a cold migration plan to migrate VM from ESXi host to OCP cluster, the plan executed successfully, after the migration there is a new message about MAC address conflicts, which confuse user.
"VM id:638 name:'mtv-func-rhel9-luks' has MAC address conflicts: MACs 00:50:56:be:9e:0d, 00:50:56:be:18:83 conflict with destination VM mtv-test/mtv-func-rhel9-luks"
For completed/archived/canceled/failed plans, no new "Conditions" should be created. As these new created message confuse user.
a. Plan is finished and succeed, but shows the errors such as: MAC address conflicts
b. Plan is failed, the Conditions before the failure is helpful for debugging, but the Conditions created after that, will lead user to a wrong way.

Steps to Reproduce:
1) Create a ESXi host provider: r7-host
2) Create a cold migration plan: cold-rhel-luks-host to migrate VM: mtv-func-rhel9-luks from r7-host provider to OCP cluster
3) The plan executed successfully
4) Check the plan Conditions part, there is a new message about MAC address conflicts, which confused user.
"VM id:638 name:'mtv-func-rhel9-luks' has MAC address conflicts: MACs 00:50:56:be:9e:0d, 00:50:56:be:18:83 conflict with destination VM mtv-test/mtv-func-rhel9-luks"

Actual results:
In step4: There is a new message about MAC address conflicts for completed plan, which confused user.
Expected results:
In step4: For completed/archived/canceled/failed plans, don't create new condition messages.
Additional info:
