      Description of problem:

      Currently, preflight inspection phase can run into intermittent issues with disk snapshots. Thus retry mechanism was implemented in https://issues.redhat.com/browse/MTV-3569 that solves the issue. However the retry mechanism is based on number of reconciles and is less reliable than the time based retry mechanism would be.
