Importing an OVA should allow bypassing the guest conversion processes (virt-v2v) which is also known as Raw Copy Mode for VMware VMs - MTV-2001

This seems to relate to VIRTSTRAT-75 - Support 3rd party templates and virtual appliances

The publicly available Sailpoint OVA (instructions and download link) uses BTRFS partitions which cause the MTV import to fail. Adding the skipGuestConversion: true parameter to the Plan causes an empty virtual disk to be created instead of copying the disk without attempting virt-v2v conversion. The migration plan reports success, a VM is created, but the VM doesn't work because it attempts to boot from an empty disk.

It looks like work to support BTRFS is ongoing, but this aims to have MTV support the skipGuestConversion workflow.
