Static IP address is not preserved for Debian VMs that use "interfaces"

      Description of problem:

      During migration of Debian 12, network iterfaces cannot be preserved.  This was seen in a customer environment, and reproduced in the lab.  This is similar to what is seen in https://issues.redhat.com/browse/MTV-1711. We reproduce this on our lab with Debian 12, but customer was affected on both Debian 11 and 12.

      OCP 4.18.16
      CNV 4.18.17
      MTV 2.8.7
      We reproduced this on MTV 2.9.5

      Always
      

      Steps to Reproduce:

      1. Install Debian11 or 12 on vmware.
      2. Remove netplan.io and install the ifupdown package.
      3. Configure interface using  /etc/network/interfaces and start networking service.
      4. Migrate the virtual machine to OpenShift Virtualization using MTV. The interface name changes and networking fails to start.  

      Actual results:

      no interface name found to [primary IP] in v2v logs

      Expected results:

      VM migrated and IP address preserved
