Description of problem:
During migration of Debian 12, network iterfaces cannot be preserved. This was seen in a customer environment, and reproduced in the lab. This is similar to what is seen in https://issues.redhat.com/browse/MTV-1711. We reproduce this on our lab with Debian 12, but customer was affected on both Debian 11 and 12.

Steps to Reproduce:
1. Install Debian11 or 12 on vmware. 2. Remove netplan.io and install the ifupdown package. 3. Configure interface using /etc/network/interfaces and start networking service. 4. Migrate the virtual machine to OpenShift Virtualization using MTV. The interface name changes and networking fails to start.
Actual results:
no interface name found to [primary IP] in v2v logs
Expected results:
VM migrated and IP address preserved
