Description of problem:

 No "Transfer network" setting in the "Plan settings" page. It's existed on 2.10.0-18 build.

Steps to Reproduce:

1) Create a migration plan with transfer network, check the "Plan settings" part without with "Transfer network" settings.

2) On MTV 2.10.0-18 build, the "Plan settings" part with "Transfer network" settings.

3) The migration type is warm/cold, and I selected the transfer network when create the plan, this is the plan yaml file:

Actual results:
