[UI] Preserve static IPs warning message won't appear as expected

      Description of problem:

      On plan creation wizard, Preserve static IPs warning message won't appear when step loads, only when "Preserve static IPs" is disabled then enabled. See attached video.

      How reproducible:

      Always

      Steps to Reproduce:

      1. Navigate to Plan creation wizard
2. Select VSphere 8 as source provider
3. Select mtv-func-rhel9 VM
4. Navigate to "Other settings (optional)" step
5. Disable "Preserve static IPs" checkbox
6. Re-enable it.

      Actual results:

      It won't display warning message when page first load, only after "Preserve static IPs" is re-enabled.

      Expected results:

      Warning should be displayed when page loads, if relevant.
