Missing related images from CSV for disconnected envs

      Description of problem:

      Missing relatedImages field in CSV after manifest generation (.downstream_manifests) and bundle creation.

Without this field, MTV can't be used in disconnected environments at all.

      all 2.10 and 2.11 builds

      Always

      Steps to Reproduce:

      1. Build MTV 2.10/2.11 downstream bundle

      Actual results:

      Missing 'relatedImages' field in generated CSV

      Expected results:

      Field 'relatedImages' is present in generated CSV
